The Failure of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, presumably provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a automatic firearm fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to substitute in the short term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Political Considerations

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but averting a total frontline collapse until situations evolve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
